The recent health crisis has caused some changes to CDB operations and ongoing projects. The safety of our staff, vendors, and the public at large is our top priority. Design work is continuing, being performed in a way that does not jeopardize the health of the design professionals working on the project. Suspended construction projects have been continuously reviewed and restarted on an individual basis with consideration to the CDC guidelines and the needs of the State agencies. On-site access is coordinated on a case by case basis, but we are hopeful all project activities will resume soon. As this situation evolves, we will provide new updated information here on our website.
Starting on April 29, 2020, CDB will resume accepting bids for construction projects. CDB and the CPO Office have jointly developed Special Bidding Instructions that will be in effect for the duration of the COVID-19 Emergency. These new instructions will allow CDB to once again fulfill a critical part of our mission for the State of Illinois. While the Special Bidding Instructions posted on the Bid Information page of this website should be read carefully and completely, major changes include:
Bids will only be accepted via mail and email. No in-person submittals of bids will be allowed.
Bids will only be accepted at the CDB Springfield Office. No bids will be accepted at the CDB Chicago Office or the CDB Carbondale office. Bids sent to other CDB offices will not be forwarded and will be considered disqualified.
Bids will be standardized to have submittals due on Wednesdays at 5:30pm, and to have a virtual Bid Opening occur on the following Friday at 10:00 am via WebEx. These virtual Bid Openings will be open to the public.
Projects that have been advertised in the Professional Services Bulletin (PSB) are once again moving forward on revised schedules. To verify the current status of Design-Build RFP’s that are active please check the individual projects pages in the Design-Build section of our website. Where possible these procurements will be resumed through the issuance of Addenda or Amendments as appropriate and submittal dates will be adjusted to allow adequate time for preparation of bids and submittals.
