The Grant Accountability and Transparency Unit (GATU) has exciting news!! The implementation of the NEW Centralized Indirect Cost Rate System (NEW System) will go live March 30, 2021. Grantees/subrecipients will use the NEW System to complete all indirect cost rate elections. The NEW system is accessed through the Grantee Portal. Public release of the Catalog of State Financial Assistance (CSFA) and the Grantee Compliance Enforcement System

 

Catalog of State Financial Assistance

The CSFA is required by GATA and provides a single, authoritative, statewide, comprehensive source of financial assistance program information. State agencies have populated the CSFA with federal, federal pass-through and state awards received.  The CSFA also records grantee awards under each CSFA number. 

The public can search the CSFA for agencies with active grant programs, currently funded grants, current funding opportunities, and registered grantees.  Use the CSFA tab of this website or the following link to access the public-facing CSFA: https://www2.illinois.gov/sites/GATA/Grants/SitePages/CSFA.aspx

 

Grantee Compliance Enforcement System

Illinois is utilizing a federal framework for the Grantee Compliance Enforcement System to drive grantee compliance with grant requirements.  This system promotes cross-agency information sharing to improve risk assessment processes and enhance fiscal management transparency. 

GATA requires the maintenance of a list of individuals and entities temporarily or permanently ineligible to receive grant funds.  This list called the Illinois Stop Payment List (initially introduced in December 2015), is a component of the Grantee Compliance Enforcement System.  The Grantee Compliance Enforcement System was implemented January 1, 2017.  The current Grantee Compliance Enforcement System policy is provided.  For reference purposes, this information is also posted in the Resource Library. 

 

Indirect Cost Rate Negotiation for Illinois Grantees

 

The Governor’s Office of Management and Budget has centralized the indirect cost rate election process. The Grant Accountability and Transparency Unit received permission from the Federal Government to centralize the negotiation of the indirect cost rate to allow a grantee/subrecipient to negotiate one rate with the State of Illinois. The centrally approved rate will be accepted by all state grant making agencies, instead of requiring the grantee to negotiate separate rates with each state grant making agency when grantees/subrecipients receive awards with multiple agencies. The Governor’s Office of Management and Budget has contracted with Crowe LLP to negotiate Indirect Cost Rate Agreements with Illinois Grantees. 

Effective March 2021, the grantee/subrecipient will make their indirect cost rate election through the Grantee Portal. The Waive, De Minimis and Federal NICRA elections will be completed within the Grantee Portal. The negotiation of a State of Illinois Indirect Cost Rate Election will now begin in the Grantee Portal. Once the awarding agency has entered the award information in the CSFA, Crowe will be notified, and a case will be created in their system, CARS. At this time, the grantee/subrecipient will receive a welcome email and complete their negotiation through CARS. 


 

State of Illinois Indirect Cost Rate proposal and election deadlines


INITIAL SUBMISSION (Applies to all State of Illinois Grantees)

An indirect cost proposal or rate election must be initiated within the Centralized Indirect Cost Rate system accessed through the Grantee Portal upon acceptance of the UGA. The indirect cost proposal or rate must be completed no later than three months after the effective date of the award. 
ANNUAL RENEWAL
Uniform Guidance (2CFR200) requires annual submission of an indirect cost proposal or rate election. The Centralized Indirect Cost Rate System accessed via the Grantee Portal will be used for annual renewals. Annual submissions must be received within six months after the grantee’s fiscal year end. 
  • Waive and De Minimis elections will not require annual submissions. These elections will remain in effect in perpetuity until the grantee/subrecipient change their election type.

Illinois is recognized as a leader in Uniform Guidance implementation during the Federal Office of Management and Budget (OMB) hosted webinar. The webinar on Uniform Grants Guidance (2 CFR 200) is provided from the Council on Financial Assistance Reform (COFAR) website: https://cfo.gov/cofar/training/

The webcast Uniform Guidance: Promising Practices provides an opportunity to hear from leaders in the Federal, State, University, and nonprofit grant community on their best practices, tools, and techniques for successfully implementing pre-award, post-award, and Single Audit processes.  During this webinar, Illinois is acknowledged among nation-wide best practices for Uniform Guidance implementation.

Annual Report

 

The Grant Accountability and Transparency Act (GATA), 30 ILCS 708/1 et seq., is landmark legislation that will increase accountability and transparency in the use of grant funds while reducing the administrative burden on both State agencies and grantees through adoption of the federal grant guidance and regulations codified at 2 CFR Part 200 (Uniform Requirements). Pursuant to the Act, the Grant Accountability and Transparency Unit (GATU) has been established in the Governor’s Office of Management and Budget. GATU is charged with implementation of the Act in coordination with State grant-making agencies and grantees.
