- 5 shall be experienced and knowledgeable relative to the provision of services for individuals, age 0 through 21, with a Severe Emotional Disturbance or Behavior Disorder, and shall include representatives of both the private and public sector: no more than 2 of these 5 must be or have been Directly involved in the provision of services to such individuals;
- 1 shall be or shall have been a parent of an individual with Severe Emotional Disturbance or Behavior Disorder.
