Composition:	5 members representing State of Illinois -- Governor (or his designee) during the tenure of office of Governor -- 2 members of General Assembly -- 1 from House, appointed by Speaker -- 1 from Senate, appointed by President 1 member of the Board of Higher Education appointed by a majority vote of the members of that Board 1 member of the Illinois Community College Board appointed by majority vote of the members of that Board Commission shall select from among its members a chairperson, vice-chairperson and treasurer. Commission shall appoint Executive Director who serves at pleasure of commission and act as secretary to commission. Treasurer, Executive Director, and such other personnel as commission may determine will be bonded. Majority of members constitutes a quorum.
