the Secretary of the Department of Transportation,
the Director of the Department of Corrections,
the Secretary of the Department of Human Services,
the Director of the Department of Revenue,
and the Chairman of the Illinois Workers' Compensation Commission,
or their
designees, shall serve as ex officio, non-voting members of the
