No member of the Board may be (i) an officer or employee of, or a member of a board, commission or authority of, the State, any unit of local government or any school district or (ii) a person who served on the Board prior to the effective date of this amendatory Act of the 96th General Assembly.
All members of the Board and employees of the Authority are subject to the Illinois Governmental Ethics Act, in accordance with its terms. | Compensation: | Members of the Board shall serve without compensation, but shall be reimbursed for actual expenses incurred by them in the performance of their duties. | Composition: | 9 Members:
- 4 appointed by the Governor of the State of Illinois
- 4 appointed by the Mayor of the City of Chicago;

The Board shall be fully constituted when a quorum has been appointed.
Of the initial members appointed by the Governor, one shall serve for a term expiring June 1, 2013, one shall serve for a term expiring June 1, 2014, one shall serve for a term expiring June 1, 2015, and one shall serve for a term expiring June 1, 2016, as determined by the Governor. Of the initial members appointed by the Mayor, one shall serve for a term expiring June 1, 2013, one shall serve for a term expiring June 1, 2014, one shall serve for a term expiring June 1, 2015, and one shall serve for a term expiring June 1, 2016, as determined by the Mayor. The initial chairperson appointed by the Board shall serve a term for a term expiring June 1, 2015.
