CompFile is the Illinois Workers' Compensation Commission's new paperless filing system. The new cloud-based application was implemented by Microsoft, an approved State of Illinois Vendor. The Microsoft Dynamics 365 platform enabled the IWCC to migrate from a legacy mainframe environment, thereby eliminating manual processing and transforming to a complete online application.
This project began with the revision of the IWCC's Rules of Practice. The new Rules provided for the use of electronic filing. The new Rules were implemented as a result of the Illinois Supreme Court's mandate that all counties and judicial systems become capable of paperless filing. Former Chairman Joann Fratianni oversaw the revision and updating of those Rules, which laid the groundwork for CompFile.
The monies that were needed for the hardware and software that make CompFile possible, came from the proceeds of a lawsuit filed by the Illinois Chamber of Commerce, in 2004. As a result of a settlement those funds were segregated and earmarked for IWCC purposes; including Rate Adjustment Fund recipients and the purchase of technology to modernize the IWCC. The Illinois Chamber has been of great assistance in this project.
The first CompFile filing occurred on April 21, 2021. Congratulations to the firm of Sostrin & Sostrin, of Chicago. Ellis and Rachel Sostrin correctly filed the first new Application for Adjustment of Claim in the CompFile system. This law firm is one of the oldest Petitioner's firms in Chicago.
This new cloud-based system will be viable well into the future. Our employees are now best positioned to work in the virtual post-Covid era.
